The platform's cybersecurity controls were validated by the Cybersecurity & Infrastructure Security Agency (CISA) through continuous external monitoring and testing — independent federal confirmation that the security program protecting this public-serving infrastructure was credible, current, and effective.
TDW developed the cybersecurity standards, protocols, and policies governing both internal service management and the security posture of the platform as delivered to external municipal customers. This included continuous external monitoring and testing, culminating in formal engagement with CISA and validation of controls against current industry best practices.
TDW helped stabilize the platform at initial launch — troubleshooting errors and resolving technical issues to establish a reliable baseline. TDW then oversaw two major platform upgrades that substantially expanded system capabilities while maintaining the existing customer base and meeting reliability standards. Change control processes were implemented to govern ongoing updates and maintenance schedules.
TDW worked with AT&T and Verizon to design and implement private cellular networks (APNs) securing communications between the cloud platform and customer sites and equipment. TDW managed carrier relationships to optimize pricing on critical communication paths and maintained those relationships over the life of the engagement.
TDW also reviewed and developed evaluation guidelines for emerging technologies relevant to the platform, including infrastructure virtualization, LTE modem selection, and the MQTT communication protocol.
TDW managed data center colocation selection and ongoing operations supporting both the cloud SCADA platform and corporate IT assets. This included selection and negotiation of multi-homed Internet circuits including BGP sessions — ensuring the connectivity redundancy that a 24/7 critical infrastructure service demands.
